Imagine a bustling hub in the heart of Canberra’s CBD, where sleek commercial spaces dominate the landscape. That’s the vision Capital Property Group (CPG) is now pursuing for the third and final building in its London Central precinct. Gone are the plans for apartments and a hotel—a decision that’s sure to spark debate. According to the works approval application submitted to the National Capital Authority, the 12-storey building at 40 London Circuit will be a commercial powerhouse. The design includes two levels dedicated to retail, cafes, and restaurants, topped by 10 floors of premium office space. With over 18,000 square metres of office area and 1600 sqm of retail, it’s a bold bet on Canberra’s growing business demand.

But here’s where it gets controversial: CPG initially considered adding residential units and a hotel, which would have diversified the precinct’s use. Design Highlights: A Blend of Functionality and Sustainability

The building’s design is anything but ordinary. A curved facade greets visitors along London Circuit, transitioning into a rectangular structure as it extends toward Knowles Place. The ground floor retail space boasts an impressive double height of 6.5 metres, while a gym and wellness area are planned for level one. A central atrium and core design will maximize natural light and panoramic views, ensuring every floor feels open and inviting.

And this is the part most people miss: sustainability is at the heart of the project. The building will be all-electric and net zero carbon, with a 5 Star Green Star rating and a 5.5 Star NABERS Energy rating (potentially reaching 6 stars). It’ll also feature rooftop solar and a 4 Star NABERS Water rating, with room for improvement to 5 stars. Plus, end-of-trip facilities and bicycle parking will cater to eco-conscious commuters.

Integration and Expansion: What’s Changing?

This proposal isn’t just a standalone project—it’s part of a larger vision. The building will integrate with the main structure at 60 London Circuit, sitting on a two-level podium with floors connected from levels two to seven in a concave design. This will overhang a stunning public plaza, creating a seamless link to the courts precinct.

Modifications to 60 London Circuit and the basement are also on the table, including increased active frontage, internal reconfiguration, and revised core planning. The Level 11 terrace will be removed, and parking has been expanded from 519 to 574 spaces, with electric vehicle charging bays and accessible options.

The Bigger Picture: A $500 Million Investment

With over 4000 people expected to work across the two buildings, London Central is set to become a bustling hub in Canberra’s CBD. CPG CEO Stephen Byron expressed confidence in attracting a Commonwealth tenant, citing the company’s experience and the project’s appeal.
